Situace na p\u0159echodech Korczowa, Dorohusk a Hrebenne nen\u00ed o mnoho lep\u0161\u00ed, v ned\u011bli zde <a href=\"https:\/\/www.unian.ua\/economics\/transport\/blokada-kordonu-polyakami-posilitsya-prikordonniki-rozkrili-detali-12467085.html\" target=\"_blank\" rel=\"noreferrer noopener\">\u010dekalo na vstup na Ukrajinu<\/a> a\u017e 3 500 n\u00e1kladn\u00edch vozidel. Je mo\u017en\u00e9, \u017ee protestuj\u00edc\u00ed zablokuj\u00ed tak\u00e9 p\u0159echody v Ni\u017eankovic\u00edch a Zosinu.<\/p>\n\n<p>Na polsk\u00fdch i ukrajinsk\u00fdch soci\u00e1ln\u00edch s\u00edt\u00edch se mno\u017e\u00ed videa, na nich\u017e jeden \u0159idi\u010d pomlouv\u00e1 druh\u00e9ho. Ru\u0161t\u00ed trollov\u00e9 vyu\u017e\u00edvaj\u00ed situace ke zhor\u0161en\u00ed polsko-ukrajinsk\u00fdch vztah\u016f a sn\u00ed\u017een\u00ed ukrajinsk\u00e9 mor\u00e1lky. Politici obou zem\u00ed si tak\u00e9 dovoluj\u00ed emotivn\u00ed prohl\u00e1\u0161en\u00ed, jin\u00ed si berou vodu do \u00fast a \u0159e\u0161en\u00ed probl\u00e9mu nen\u00ed na obzoru.<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Pro\u010d pol\u0161t\u00ed dopravci st\u00e1vkuj\u00ed?<\/strong><\/h3>\n\n<p>Protestuj\u00edc\u00ed po\u017eaduj\u00ed zru\u0161en\u00ed privilegi\u00ed, kter\u00e1 ukrajinsk\u00e9 lodn\u00ed spole\u010dnosti z\u00edskaly po rusk\u00e9 invazi v r\u00e1mci tzv. silni\u010dn\u00ed dohody uzav\u0159en\u00e9 v \u010dervnu 2022 mezi Ukrajinou a EU. Od t\u00e9 doby jsou Ukrajinci osvobozeni od povinnosti z\u00edskat povolen\u00ed pro komer\u010dn\u00ed p\u0159epravu zbo\u017e\u00ed do EU a z EU a mohou tuto p\u0159epravu prov\u00e1d\u011bt bez omezen\u00ed.<\/p>\n\n<p>P\u0159itom v\u0161ak nemus\u00ed dodr\u017eovat po\u017eadavky EU na mzdy \u0159idi\u010d\u016f a pracovn\u00ed dobu, plat\u00ed ni\u017e\u0161\u00ed dan\u011b a nav\u00edc tankuj\u00ed o n\u011bco levn\u011bj\u0161\u00ed benzin (ale ne o moc levn\u011bj\u0161\u00ed, jak tvrd\u00ed dopravci). Jejich provozn\u00ed n\u00e1klady jsou proto v\u00fdrazn\u011b ni\u017e\u0161\u00ed. N\u011bkte\u0159\u00ed ukrajin\u0161t\u00ed dopravci nav\u00edc vyu\u017e\u00edvaj\u00ed mo\u017enosti vstupu do EU k distribuci zbo\u017e\u00ed v r\u00e1mci \u010dlensk\u00fdch st\u00e1t\u016f nebo dokonce mezi nimi, co\u017e v dohod\u011b Unie s Ukrajinou nebylo uvedeno. Tato praxe se v\u0161ak da\u0159\u00ed, proto\u017ee sankce nejsou p\u0159\u00edli\u0161 odrazuj\u00edc\u00ed a nen\u00ed mo\u017en\u00e9 kontrolovat v\u0161echna n\u00e1kladn\u00ed vozidla.<\/p>\n\n<p>Dohromady to podle protestuj\u00edc\u00edch, ale ne v\u00fdhradn\u011b, proto\u017ee podobn\u00e9 n\u00e1zory vyjad\u0159uj\u00ed i neodborov\u00e9 organizace dopravc\u016f a jejich <a href=\"https:\/\/40ton.net\/protest-na-granicy-z-ukraina-wspolny-postulat-przewoznikow-z-pieciu-krajow\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u010desk\u00e9, slovensk\u00e9, ma\u010farsk\u00e9 a litevsk\u00e9 prot\u011bj\u0161ky<\/a>, znamen\u00e1, \u017ee se m\u00edstn\u00ed dopravci stali nekonkurenceschopn\u00fdmi.<\/p>\n\n<p>&#8211; V nejv\u011bt\u0161\u00ed m\u00ed\u0159e se probl\u00e9m t\u00fdk\u00e1 firem z p\u0159\u00edhrani\u010dn\u00edch oblast\u00ed, ale ke st\u00e1vkuj\u00edc\u00edm se hl\u00e1s\u00ed i dopravci z Doln\u00edho Slezska nebo dokonce ze Z\u00e1padopomo\u0159ansk\u00e9ho vojvodstv\u00ed,&#8220; \u0159\u00edk\u00e1 Mateusz Fornowski, analytik pro ekonomika a doprava od spole\u010dnosti Policy Insight. &#8211; Dopravci poukazuj\u00ed na to, \u017ee po podeps\u00e1n\u00ed silni\u010dn\u00ed dohody a p\u0159\u00edlivu ukrajinsk\u00fdch \u0159idi\u010d\u016f na polsk\u00fd trh klesly sazby za p\u0159epravu &#8211; n\u011bkdy natolik, \u017ee polsk\u00fdm spole\u010dnostem nesta\u010d\u00ed. P\u0159ed ruskou invaz\u00ed p\u0159ekra\u010dovalo hranice do Polska a\u017e 160 000 ukrajinsk\u00fdch kamion\u016f ro\u010dn\u011b a letos jich do Polska vjelo ji\u017e t\u00e9m\u011b\u0159 milion.<\/p>\n\n<p>Odborn\u00edk v\u0161ak upozor\u0148uje, \u017ee je t\u011b\u017ek\u00e9 \u0159\u00edci, do jak\u00e9 m\u00edry je pokles sazeb zp\u016fsoben p\u0159\u00edlivem ukrajinsk\u00fdch kamion\u016f. &#8211; Fornowski vysv\u011btluje, \u017ee toto odv\u011btv\u00ed v posledn\u00ed dob\u011b tak\u00e9 siln\u011b trp\u00ed hospod\u00e1\u0159skou kriz\u00ed. &#8211; Pokles pr\u016fmyslov\u00e9 v\u00fdroby a spot\u0159eby sn\u00ed\u017eil popt\u00e1vku po n\u00e1kladn\u00ed doprav\u011b, co\u017e zhor\u0161ilo finan\u010dn\u00ed situaci dopravc\u016f v cel\u00e9 Evrop\u011b.<\/p>\n\n<p>Krom\u011b obnoven\u00ed p\u0159epravn\u00edch povolen\u00ed pro ukrajinsk\u00e9 firmy (s v\u00fdjimkou vojensk\u00e9 a humanit\u00e1rn\u00ed dopravy) volaj\u00ed pol\u0161t\u00ed dopravci po tom, aby na ukrajinsk\u00e9 stran\u011b st\u00e1ly fronty, v nich\u017e se evropsk\u00e9 kamiony vracej\u00edc\u00ed se do EU &#8222;pr\u00e1zdn\u00e9&#8220;. Z\u00e1cpy p\u0159ed vjezdem do Polska se prodlou\u017eily pot\u00e9, co Ukrajina zavedla elektronick\u00fd syst\u00e9m \u0159azen\u00ed do front (eCzerga); \u0159idi\u010di v nich nyn\u00ed tr\u00e1v\u00ed a\u017e des\u00edtky dn\u00ed (pokud, jak tvrd\u00ed, nezaplat\u00ed \u00faplatek).<\/p>\n\n<p>&#8211; Jedn\u00e1 se o nal\u00e9hav\u00fd probl\u00e9m, kter\u00fd je t\u0159eba co nejd\u0159\u00edve vy\u0159e\u0161it,&#8220; hodnot\u00ed Fornowski. &#8211; Pr\u00e1zdn\u00e9 kamiony stoj\u00ed t\u00fddny ve front\u00e1ch, co\u017e nejen\u017ee vy\u0159azuje polsk\u00e9 \u0159idi\u010de a vozov\u00e9 parky z provozu, ale tak\u00e9 prohlubuje krizi firem v oboru a roz\u010diluje protestuj\u00edc\u00ed.<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Pro\u010d se zem\u011bd\u011blci p\u0159ipojili ke st\u00e1vce \u0159idi\u010d\u016f?<\/strong><\/h3>\n\n<p>\u0158idi\u010d\u016fm pom\u00e1haj\u00ed blok\u00e1dy udr\u017eovat zem\u011bd\u011blci ze sdru\u017een\u00ed Oklaman\u00e1 vesnice. Od minul\u00e9ho \u010dtvrtka blokuj\u00ed p\u0159echod pro chodce na silnici vedouc\u00ed k hrani\u010dn\u00edmu p\u0159echodu v Medyce. Vl\u00e1da PiS v p\u0159edvolebn\u00ed panice na tento probl\u00e9m p\u0159ijala <a href=\"https:\/\/krytykapolityczna.pl\/kraj\/epicki-gambit-rzadu-morawieckiego-zboze-z-ukrainy\/\" target=\"_blank\" rel=\"noreferrer noopener\">kontroverzn\u00ed z\u00e1kaz dovozu obil\u00ed z Ukrajiny<\/a> a \u0159adu dotac\u00ed pro polsk\u00e9 zem\u011bd\u011blce.<\/p>\n\n<p>Zem\u011bd\u011blci, kte\u0159\u00ed protestuj\u00ed v Medyce, se v\u0161ak domn\u00edvaj\u00ed, \u017ee to nesta\u010d\u00ed. P\u0159edchoz\u00ed prost\u011b nep\u0159inesly v\u00fdsledky. Tento protest \u0161patn\u011b koresponduje s politickou situac\u00ed v Polsku &#8211; b\u011bhem kampan\u011b se vyh\u00fdbali obt\u00ed\u017en\u00fdm t\u00e9mat\u016fm, aby ne\u0159ekli jednu v\u011btu nav\u00edc, a po volb\u00e1ch se j\u00edm vl\u00e1da PiS necht\u011bla zab\u00fdvat. Pro\u010d si kazit image na odchodu, kdy\u017e nep\u0159\u00edjemn\u00fd probl\u00e9m m\u016f\u017eete p\u0159enechat sv\u00fdm n\u00e1stupc\u016fm?<\/p>\n\n<p>Nyn\u00ed ji\u017e b\u00fdval\u00fd ministr infrastruktury Andrzej Adamczyk <a href=\"https:\/\/www.wnp.pl\/logistyka\/nie-widac-konca-protestu-przewoznikow-na-granicy-minister-adamczyk-zabral-glos,775227.html\" target=\"_blank\" rel=\"noreferrer noopener\">vyh\u00fdbav\u011b poznamenal,<\/a> \u017ee je proti demokratick\u00fdm princip\u016fm o\u010dek\u00e1vat, \u017ee polsk\u00e1 vl\u00e1da protest dopravc\u016f zastav\u00ed. V pond\u011bl\u00ed &#8211; \u010dtvrt\u00fd t\u00fdden protest\u016f a z\u00e1rove\u0148 posledn\u00ed den ve funkci &#8211; po\u017e\u00e1dal sv\u016fj ukrajinsk\u00fd prot\u011bj\u0161ek, aby zru\u0161il povinnost registrovat se v elektronick\u00e9 front\u011b pro vozidla, kter\u00e1 se vracej\u00ed do EU vylo\u017een\u00e1. Polsko nevzneslo n\u00e1mitky proti silni\u010dn\u00ed dohod\u011b u Evropsk\u00e9 komise (a\u010dkoli m\u011blo mo\u017enost tak u\u010dinit) a stejn\u011b tak nevzneslo n\u00e1mitky v b\u0159eznu 2023, kdy byla dohoda prodlou\u017eena o dal\u0161\u00ed rok. Strana Pr\u00e1vo a spravedlnost tento probl\u00e9m jednodu\u0161e nep\u0159edv\u00eddala &#8211; stejn\u011b jako ukrajinsk\u00e9 obil\u00ed, kter\u00e9 proudilo do Polska p\u0159es tzv. &#8222;obiln\u00fd trh&#8220;. koridory solidarity. Polsko nejen\u017ee nem\u011blo n\u00e1mitky proti jejich z\u0159\u00edzen\u00ed v kv\u011btnu 2022, ale dokonce je iniciovalo.<\/p>\n\n<p>N\u00e1pady na \u0159e\u0161en\u00ed probl\u00e9mu neopl\u00fdvaj\u00ed ani politici spojen\u00ed s t\u00e1borem budouc\u00ed moci. <a href=\"https:\/\/twitter.com\/pawelkowalpl\/status\/1728378494718001383\" target=\"_blank\" rel=\"noreferrer noopener\">S ukrajinskou stran<\/a>ou o t\u00e9to ot\u00e1zce vedou poloofici\u00e1ln\u00ed rozhovory, ale o podrobnostech se zdr\u00e1haj\u00ed mluvit a do sestaven\u00ed nov\u00e9 vl\u00e1dy se to pravd\u011bpodobn\u011b nezm\u011bn\u00ed. Stejn\u011b tak Konfederace, kter\u00e1 se od po\u010d\u00e1tku pod\u00edl\u00ed na organizaci protest\u016f &#8211; mimo jin\u00e9 k\u0159i\u010d\u00ed na hranic\u00edch. Krzysztof Bosak. Tv\u00e1\u0159\u00ed protest\u016f se stal Rafal Mekler, majitel dopravn\u00ed firmy a \u0161\u00e9f lublinsk\u00e9 konfederace. Net\u0159eba dod\u00e1vat, \u017ee vystoupen\u00ed politik\u016f t\u00e9to strany jsou zalo\u017eena na protiukrajinsk\u00fdch a nen\u00e1vistn\u00fdch heslech.<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>A jak reaguje Ukrajina?<\/strong><\/h3>\n\n<p>Ukrajin\u0161t\u00ed politici neskr\u00fdvaj\u00ed rozho\u0159\u010den\u00ed nad d\u016fsledky protest\u016f. N\u00e1m\u011bstek ministra infrastruktury Serhij Der\u010dak odhaduje, \u017ee pouze 30 % ukrajinsk\u00e9ho zbo\u017e\u00ed, kter\u00e9 je pot\u0159ebn\u00e9 pro energetiku. Blok\u00e1da m\u00e1 tak\u00e9 dopad na ceny LPG, kter\u00e9 v <a href=\"https:\/\/forbes.ua\/company\/naslidki-blokadi-kordonu-z-polshcheyu-chi-peretne-tsina-avtogazu-psikhologichnu-poznachku-v-40-grnl-28112023-17528\" target=\"_blank\" rel=\"noreferrer noopener\">posledn\u00ed dob\u011b vzrostly o 30 %<\/a>. V rozporu s uji\u0161t\u011bn\u00edm protestuj\u00edc\u00edch stoj\u00ed ve front\u011b cisterny s pohonn\u00fdmi hmotami i vozidla humanit\u00e1rn\u00ed pomoci, <a href=\"https:\/\/www.facebook.com\/serhiy.derkach\/posts\/pfbid0fAwrwVHZtD62WVtaYGGiPq9MBuVR2XAgxkVcGiEw9CmLU2ozen9TYRernH172J7sl\" target=\"_blank\" rel=\"noreferrer noopener\">\u0159\u00edk\u00e1<\/a> Derkacz. Nen\u00ed divu, \u017ee z hlediska v\u00e1le\u010dn\u00e9ho po\u017e\u00e1ru a \u0161patn\u00fdch vyhl\u00eddek na znovuz\u00edsk\u00e1n\u00ed \u00fazem\u00ed zabran\u00fdch Ruskem nejsou Ukrajinci naklon\u011bni v\u011bt\u0161\u00ed shov\u00edvavosti. I kdyby \u010d\u00edsla uv\u00e1d\u011bn\u00e1 ministrem Derkaczem byla p\u0159ehnan\u00e1 (co\u017e je ve v\u00e1le\u010dn\u00fdch podm\u00ednk\u00e1ch obt\u00ed\u017en\u00e9 ov\u011b\u0159it), blok\u00e1da ohro\u017euje energetickou bezpe\u010dnost Ukrajiny, kter\u00e1 se u\u017e tak sotva dr\u017e\u00ed na uzd\u011b. Nen\u00ed pochyb o tom, \u017ee Rusov\u00e9 i tuto zimu zni\u010d\u00ed infrastrukturu, kter\u00e1 ukrajinsk\u00fdm dom\u00e1cnostem dod\u00e1v\u00e1 teplo a elekt\u0159inu. M\u00edsto toho nen\u00ed pochyb o tom, \u017ee se rusk\u00e1 propaganda &#8211; v\u010detn\u011b arm\u00e1dy prorusk\u00fdch troll\u016f &#8211; sna\u017e\u00ed polsko-ukrajinsk\u00fd konflikt vyu\u017e\u00edt pro sv\u00e9 vlastn\u00ed c\u00edle. Je v\u0161ak obt\u00ed\u017en\u00e9 si p\u0159edstavit, \u017ee v\u0161echny jejich po\u017eadavky budou pln\u011b realizov\u00e1ny. I kdyby se omezen\u00ed pro ukrajinsk\u00e9 dopravce vr\u00e1tila, sn\u00ed\u017een\u00ed p\u0159id\u011blen\u00fdch povolen\u00ed na p\u0159edv\u00e1le\u010dn\u00fdch 160 000 &#8211; jak po\u017eaduj\u00ed dopravci &#8211; by bylo pro Ukrajinu ranou. Kl\u00ed\u010dov\u00e9 p\u0159edv\u00e1le\u010dn\u00e9 n\u00e1mo\u0159n\u00ed dopravn\u00ed trasy jsou prakticky zablokov\u00e1ny, tak\u017ee ukrajinsk\u00fd dovoz a v\u00fdvoz je z\u00e1visl\u00fd na silni\u010dn\u00ed a \u017eelezni\u010dn\u00ed doprav\u011b. Je proto nutn\u00e9 naj\u00edt ur\u010dit\u00fd kompromis.<\/p>\n\n<p>&#8211; Mus\u00ed se na tom dohodnout Var\u0161ava, Kyjev a Brusel, p\u0159i\u010dem\u017e kl\u00ed\u010dov\u00fdm hr\u00e1\u010dem je zde Brusel,&#8220; hodnot\u00ed Mateusz Fornowski. &#8211; Mo\u017en\u00e1 by to mohlo spo\u010d\u00edvat nap\u0159\u00edklad v obnoven\u00ed povolen\u00ed pro ukrajinsk\u00e9 dopravce pouze pro ur\u010dit\u00e9 zbo\u017e\u00ed. Situace je patov\u00e1, nebo\u0165 je t\u0159eba naj\u00edt \u0159e\u0161en\u00ed, kter\u00e9 na jedn\u00e9 stran\u011b omez\u00ed vliv ukrajinsk\u00fdch dopravc\u016f na vnit\u0159n\u00ed trh EU a na druh\u00e9 stran\u011b jim umo\u017en\u00ed bezprobl\u00e9mov\u00fd provoz a nevytvo\u0159\u00ed nov\u00e1 \u00fazk\u00e1 m\u00edsta na tzv. koridory solidarity.<\/p>\n\n<p>A nedal by se probl\u00e9m vy\u0159e\u0161it t\u00edm, \u017ee by se ukrajinsk\u00e9 dopravn\u00ed spole\u010dnosti pod\u0159\u00eddily regulaci EU? &#8211; V zemi, kter\u00e1 nen\u00ed \u010dlenem Unie, by bylo pravd\u011bpodobn\u011b obt\u00ed\u017en\u00e9 je zav\u00e9st,&#8220; domn\u00edv\u00e1 se Fornowski. &#8211; Krom\u011b toho by to pravd\u011bpodobn\u011b necht\u011bli ani sami Ukrajinci, proto\u017ee by ztratili konkuren\u010dn\u00ed v\u00fdhody, kter\u00e9 pom\u00e1haj\u00ed ukrajinsk\u00e9 ekonomice fungovat navzdory v\u00e1lce.<\/p>\n\n<p>Dne 4. prosince se v Bruselu uskute\u010dn\u00ed zased\u00e1n\u00ed Rady EU pro dopravu. p\u0159eprava. Polsko zde bude zastupovat <a href=\"https:\/\/krytykapolityczna.pl\/kraj\/rzad-tymczasowy-morawieckiego-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">nov\u00fd do\u010dasn\u00fd ministr<\/a> infrastruktury Alvin Gajadhur. Podle sd\u011blen\u00ed m\u00e9di\u00ed bude lobbovat za to, aby EU vyhodnotila dopady silni\u010dn\u00edho z\u00e1kona a upravila jeho obsah. Mnoh\u00e9 v\u0161ak nasv\u011bd\u010duje tomu, \u017ee Brusel i Kyjev \u010dekaj\u00ed na kone\u010dn\u00e9 rozhodnut\u00ed nov\u00e9 polsk\u00e9 vl\u00e1dy.<\/p>\n\n<p>*<\/p>\n\n<p>Je t\u0159eba p\u0159ipomenout, \u017ee je\u0161t\u011b p\u0159ed n\u011bkolika lety pol\u0161t\u00ed dopravci vyu\u017e\u00edvali sv\u00e9 cenov\u00e9 v\u00fdhody v z\u00e1padoevropsk\u00fdch zem\u00edch podobn\u011b jako dnes Ukrajinci. \u0158idi\u010di, kte\u0159\u00ed pro polsk\u00e9 spole\u010dnosti pracovali tvrd\u011bji a za ni\u017e\u0161\u00ed mzdy, byli sv\u00fdmi n\u011bmeck\u00fdmi, francouzsk\u00fdmi nebo nizozemsk\u00fdmi kolegy vn\u00edm\u00e1ni jako nekal\u00e1 konkurence. Pol\u0161t\u00ed dopravci tehdy <a href=\"https:\/\/wyborcza.biz\/biznes\/7,179195,29695426,polscy-kierowcy-jak-kukulcze-jajo-spor-o-pakiet-mobilnosci.html\" target=\"_blank\" rel=\"noreferrer noopener\">argumentovali t\u00edm,<\/a> \u017ee ni\u017e\u0161\u00ed n\u00e1klady na pracovn\u00ed s\u00edlu jsou pro chud\u0161\u00ed zem\u011b p\u0159irozen\u00e9 a \u017ee z toho t\u011b\u017e\u00ed ekonomika EU.<\/p>\n\n<p>V reakci na tento probl\u00e9m odhlasoval Evropsk\u00fd parlament v roce 2020 tzv.
