Ministri pr\u00e1ce 27 \u010dlensk\u00fdch \u0161t\u00e1tov E\u00da 11. marca 2024 schv\u00e1lili&nbsp;<a href=\"https:\/\/www.consilium.europa.eu\/fr\/press\/press-releases\/2024\/03\/11\/platform-workers-council-confirms-agreement-on-new-rules-to-improve-their-working-conditions\/\" target=\"_blank\" rel=\"noreferrer noopener\">dohodu<\/a>&nbsp;o n\u00e1vrhu smernice o regul\u00e1cii trhu pr\u00e1ce internetov\u00fdch platforiem. Ide o prv\u00fd eur\u00f3psky pr\u00e1vny predpis, ktor\u00fd stanovuje minim\u00e1lne pracovn\u00e9 podmienky pre 28 mili\u00f3nov pracovn\u00edkov platforiem, ako s\u00fa Uber a Deliveroo.<\/p>\n\n\n\n<p>&#8222;Je to samozrejme \u00faspech, aspo\u0148 symbolick\u00fd,&#8220; hovor\u00ed politol\u00f3g Kurt Vandaele, ktor\u00fd zdokumentoval boj kuri\u00e9rov doru\u010duj\u00facich z\u00e1sielky v&nbsp;<a href=\"https:\/\/voxeurop.eu\/en\/country\/belgium-2\/\">Belgicku<\/a>. &#8222;The&nbsp;<a href=\"https:\/\/www.etuc.org\/en\" target=\"_blank\" rel=\"noreferrer noopener\">Eur\u00f3pska konfeder\u00e1cia odborov\u00fdch zv\u00e4zov<\/a>&nbsp;(ETUC) u\u017e roky lobuje u poslancov Eur\u00f3pskeho parlamentu a Komisie za regul\u00e1ciu &#8222;platformovej ekonomiky&#8220;.&#8220;<\/p>\n\n\n\n<p>Dve krajiny dohodu nepodporili:&nbsp;<a href=\"https:\/\/voxeurop.eu\/en\/country\/germany\/\">Nemecko<\/a>, ktor\u00e9 sa zdr\u017ealo hlasovania, a&nbsp;<a href=\"https:\/\/voxeurop.eu\/en\/country\/france-2\/\">Franc\u00fazsko<\/a>, ktor\u00e9 hlasovalo proti. &#8222;Odteraz bude ve\u013ea z\u00e1visie\u0165 od toho, ako sa smernica transponuje a implementuje v \u010dlensk\u00fdch \u0161t\u00e1toch,&#8220; hovor\u00ed Vandaele. &#8222;Nehovoriac o lobistickej sile platforiem. V posledn\u00fdch rokoch bolo tak\u00fdchto v\u00ed\u0165azstiev na soci\u00e1lnom fronte m\u00e1lo.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Upadaj\u00fa odbory? <\/strong><\/h4>\n\n\n\n<p>Od 80. rokov 20. storo\u010dia vo v\u00e4\u010d\u0161ine z\u00e1padn\u00fdch kraj\u00edn doch\u00e1dza k oslabovaniu odborov\u00e9ho hnutia. Odr\u00e1\u017ea to zmeny na trhu pr\u00e1ce: prudk\u00fd n\u00e1rast outsourcingu slu\u017eieb, najm\u00e4 v sektore upratovania a dom\u00e1cej pomoci; pr\u00edle\u017eitostn\u00e9 zamestn\u00e1vanie s n\u00e1rastom pr\u00e1ce na dohodu a samostatnej z\u00e1robkovej \u010dinnosti; v\u0161eobecn\u00e1 fragment\u00e1cia pracovn\u00fdch vz\u0165ahov a \u0161truktur\u00e1lne reformy, ktor\u00e9 spochyb\u0148uj\u00fa sp\u00f4sob fungovania odborov.<\/p>\n\n\n\n<p>Ak sa d\u00e1 z eur\u00f3pskych&nbsp;<a href=\"https:\/\/www.oecd.org\/employment\/ictwss-database.htm\" target=\"_blank\" rel=\"noreferrer noopener\">odborov<\/a>&nbsp;\u00fadajov vy\u010d\u00edta\u0165, v\u0161eobecn\u00fd trend poklesu po\u010dtu \u010dlenov odborov sa v posledn\u00fdch rokoch nezmenil, a to bez oh\u013eadu na n\u00e1rast po pand\u00e9mii a skokovej infl\u00e1cii. &#8222;Pozrie\u0165 sa na mieru odborovej organizovanosti nesta\u010d\u00ed,&#8220; domnieva sa sociologi\u010dka Cristina Nizzoliov\u00e1, autorka knihy C&#8217;est du propre! Syndicalisme et travailleurs du &#8218;bas de l&#8217;\u00e9chelle'&#8220; (Marseille a Bologna) (PUF, 2015). &#8222;D\u00f4le\u017eit\u00e9 je pochopi\u0165, \u010do motivuje \u010dlenstvo a d\u00e1va odborom zmysel. Ke\u010f vid\u00edme napr\u00edklad mobiliz\u00e1ciu v s\u00favislosti s d\u00f4chodkami v&nbsp;<a href=\"https:\/\/voxeurop.eu\/en\/country\/france-2\/\">Franc\u00fazsku<\/a>&nbsp;roku 2023, zd\u00e1 sa mi nespr\u00e1vne hovori\u0165 o \u00fapadku odborov.&#8220;<\/p>\n\n\n\n<p>Kurt Vandaele sa vyjadruje podobne. Poukazuje na mas\u00edvnu&nbsp;<a href=\"https:\/\/www.lesechos.fr\/monde\/europe\/pays-bas-les-fonctionnaires-municipaux-obtiennent-gain-de-cause-sur-les-salaires-1909126\" target=\"_blank\" rel=\"noreferrer noopener\">mobiliz\u00e1ciu<\/a>&nbsp;v holandskej \u0161t\u00e1tnej slu\u017ebe za\u010diatkom roka 2023 a&nbsp;<a href=\"https:\/\/www.usinenouvelle.com\/article\/entre-tesla-et-le-syndicat-allemand-ig-metall-le-ton-se-durcit.N2102786\" target=\"_blank\" rel=\"noreferrer noopener\">bezprecedentn\u00fd boj<\/a>&nbsp;ktor\u00fd viedlo tis\u00edc nemeck\u00fdch zamestnancov Tesly, ktor\u00ed vst\u00fapili do siln\u00fdch odborov IG Metall, aby dosiahli lep\u0161ie pracovn\u00e9 podmienky.<\/p>\n\n\n\n<p>Mut\u00e1cia pracovn\u00e9ho trhu v\u0161ak ur\u010dite n\u00fati tradi\u010dn\u00e9 odborov\u00e9 organiz\u00e1cie prehodnoti\u0165 svoje postupy a ciele.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>&#8222;Prv\u00fdm krokom je prenikn\u00fa\u0165 do &#8222;odborovej p\u00fa\u0161te&#8220; &#8211; Jacques Freyssinet<\/strong><\/h5>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p>Cristina Nizzoliov\u00e1 \u0161tudovala odvetvia, v ktor\u00fdch je \u010doraz viac pris\u0165ahovalcov, \u017eien a pracovn\u00edkov hnedej pleti &#8211; napr\u00edklad upratova\u010dky vo Franc\u00fazsku a&nbsp;<a href=\"https:\/\/voxeurop.eu\/en\/country\/italy-2\/\">Taliansku<\/a>. &#8222;Je p\u00f4sobiv\u00e9 vidie\u0165, ako t\u00edto neist\u00ed pracovn\u00edci s tak\u00fdmi skromn\u00fdmi zdrojmi &#8211; a nielen finan\u010dn\u00fdmi &#8211; ved\u00fa bitky, ktor\u00e9 trvaj\u00fa cel\u00e9 mesiace. Prechod cez miestne odbory tie\u017e pom\u00e1ha ob\u00eds\u0165 tlak zamestn\u00e1vate\u013eov na pracovisku. Nov\u00e9 vedenie odborov podporuje aj n\u00e1bor mlad\u00fdch st\u00e1lych zamestnancov so sk\u00fasenos\u0165ami s aktivizmom v soci\u00e1lnych hnutiach. Uvo\u013enen\u00e9 zdroje na centr\u00e1lnej \u00farovni sa smeruj\u00fa do organiza\u010dn\u00fdch kampan\u00ed v odvetviach s n\u00edzkou hustotou odborov. Od roku 2010 do roku 2016 sa po\u010det \u010dlenov IG Metall zv\u00fd\u0161il z 1,8 mili\u00f3na na 2,2 mili\u00f3na.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Podporovanie kolekt\u00edvneho ducha<\/strong><\/h4>\n\n\n\n<p>Nezabezpe\u010den\u00fdm pracovn\u00edkom mimo &#8222;tradi\u010dnej&#8220; pracovnej sily sa dost\u00e1va podpory aj od subjektov, ktor\u00e9 nie s\u00fa \u010dlenmi odborov. Pr\u00edpad&nbsp;<a href=\"https:\/\/laskellys.wordpress.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">kolekt\u00edvu Las Kellys<\/a>, ktor\u00fd vznikol v roku 2014 v&nbsp;<a href=\"https:\/\/voxeurop.eu\/en\/country\/spain\/\">\u0160panielsku<\/a>, je toho pr\u00edkladom. Toto zdru\u017eenie spojilo upratova\u010dky hotelov &#8211; niektor\u00e9 z nich s\u00fa pris\u0165ahovalci s n\u00edzkym form\u00e1lnym vzdelan\u00edm &#8211; ktor\u00e9 boli odhodlan\u00e9 kolekt\u00edvne bojova\u0165 napriek nedostato\u010dnej podpore zo strany hlavn\u00fdch odborov\u00fdch konfeder\u00e1ci\u00ed.<\/p>\n\n\n\n<p>Jich s\u0165a\u017enosti sa zameriavali na zhor\u0161enie ich pracovn\u00fdch podmienok a ekonomick\u00fa neistotu sp\u00f4soben\u00fa syst\u00e9mom subdod\u00e1vok platn\u00fdm v hotelovom sektore. &#8222;Siete aktivistov s\u00fa ve\u013emi u\u017eito\u010dn\u00e9 na zabezpe\u010denie toho, aby kampane pre\u0161li dlh\u00fa cestu, a na z\u00edskanie pe\u0148az\u00ed, organizovanie \u0161trajkov\u00fdch fondov at\u010f. Zdr\u00e1hala by som sa v\u0161ak poveda\u0165, \u017ee ide o nov\u00fd fenom\u00e9n,&#8220; hovor\u00ed Cristina Nizzoliov\u00e1. &#8222;Od 90. rokov minul\u00e9ho storo\u010dia sme boli svedkami mnoh\u00fdch pr\u00edpadov, ke\u010f sa pracovn\u00edci bez dokladov mobilizovali s podporou aktivistick\u00fdch skup\u00edn.&#8220;<\/p>\n\n\n\n<p>Organiz\u00e1cia a vytv\u00e1ranie v\u00e4zieb s miestne p\u00f4sobiacimi odbormi je o to d\u00f4le\u017eitej\u0161ie v kontexte balkaniz\u00e1cie trhu pr\u00e1ce. &#8222;Dom\u00e1ci pomocn\u00edci sa nikdy nestret\u00e1vaj\u00fa, a tak neexistuje spolo\u010dn\u00fd \u010das na stret\u00e1vanie sa a rozhovory o pr\u00e1ci,&#8220; hovor\u00ed Nizzoli. &#8222;Preto sa odbory, ako to vid\u00edm pri svojej pr\u00e1ci v ter\u00e9ne, st\u00e1vaj\u00fa k\u013e\u00fa\u010dov\u00fdm f\u00f3rom pre socializ\u00e1ciu pr\u00e1ce v t\u00fdchto neist\u00fdch odvetviach.&#8220;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Ot\u00e1zka zast\u00fapenia<\/strong><\/h4>\n\n\n\n<p>V posledn\u00fdch rokoch sa vo vn\u00fatri odborov\u00fdch zv\u00e4zov prejavuje jednozna\u010dn\u00fd trend feminiz\u00e1cie, pri\u010dom \u017eeny \u010doraz \u010dastej\u0161ie zast\u00e1vaj\u00fa zodpovedn\u00e9 funkcie. T\u00e1to zmena je symbolicky d\u00f4le\u017eit\u00e1, ale z\u00e1rove\u0148 pom\u00e1ha upozorni\u0165 na skuto\u010dnos\u0165, \u017ee \u017eeny s\u00fa nadmerne zast\u00fapen\u00e9 v odvetviach s n\u00edzkou istotou zamestnania. Pod\u013ea&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/A-9-2022-0194_FR.html\" target=\"_blank\" rel=\"noreferrer noopener\">spr\u00e1vy V\u00fdboru Eur\u00f3pskeho parlamentu pre pr\u00e1va \u017eien a rodov\u00fa rovnos\u0165<\/a>, predlo\u017eenej v j\u00fani 2022, &#8222;riziko chudoby alebo soci\u00e1lneho vyl\u00fa\u010denia v Eur\u00f3pskej \u00fanii v roku 2020 bolo vy\u0161\u0161ie u \u017eien ako u mu\u017eov (22,9 % v porovnan\u00ed s 20,9 %)&#8220; a rozdiel medzi \u017eenami a mu\u017emi z h\u013eadiska chudoby sa od roku 2017 zv\u00fd\u0161il v 21 \u010dlensk\u00fdch \u0161t\u00e1toch.<\/p>\n\n\n\n<p>Napriek viacer\u00fdm opatreniam na \u00farovni E\u00da za posledn\u00fdch desa\u0165 rokov zameran\u00fdm na rie\u0161enie neistoty na trhu pr\u00e1ce, najm\u00e4 v pr\u00edpade \u017eien, s\u00fa to pr\u00e1ve \u017eeny, ktor\u00e9 s\u00fa st\u00e1le najviac postihnut\u00e9. &#8222;Toto nadmern\u00e9 zast\u00fapenie je okrem in\u00e9ho sp\u00f4soben\u00e9 neprimerane ve\u013ek\u00fdm mno\u017estvom \u010dasu, ktor\u00fd \u017eeny venuj\u00fa starostlivosti o deti a pr\u00e1ci v dom\u00e1cnosti, pri\u010dom obe tieto \u010dinnosti s\u00fa neplaten\u00e9 a zv\u00e4\u010d\u0161a neuznan\u00e9,&#8220; komentoval&nbsp;<a href=\"https:\/\/www.europarl.europa.eu\/RegData\/etudes\/STUD\/2020\/662491\/IPOL_STU(2020)662491_EN.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">odbor Eur\u00f3pskeho parlamentu pre pr\u00e1va ob\u010danov a \u00fastavn\u00e9 z\u00e1le\u017eitosti<\/a>&nbsp;v roku 2020.<\/p>\n\n\n\n<p>\u010eal\u0161\u00edm faktorom je &#8222;\u010diasto\u010dne soci\u00e1lne kon\u0161truovan\u00e1 vo\u013eba povolania a rodov\u00e1 segreg\u00e1cia&#8220;, \u010do m\u00e1 za n\u00e1sledok vysok\u00fd v\u00fdskyt neistej pr\u00e1ce pre \u017eeny v oblasti starostlivosti, vzdel\u00e1vania, upratovania, cestovn\u00e9ho ruchu a osobn\u00fdch slu\u017eieb.
